Road remains the predominant transport mode in the near future, to guarantee the supply of vital goods and to support the mobility of people. It is a backbone of social and economic developments. It integrates the other modes in an overall transport sector approach. The climate and environmental emergency has put transport at the heart of the policymakers’ agenda in low, as well as, middle and high income countries. A priority should also be to keep a high-level of maintenance and service of the road infrastructure to provide safe and carbon free networks visible for the users to get their acceptance of user charges. Highways as such emit very low levels of emissions, of which propulsion technologies are the main source, but with considerable reductions now due to their current revolution (with non-carbon, regenerative resources).
Infrastructure charging is key to provide sustainable financing for road maintenance and development. With Directive 1999/62/EC, the EU has created a framework encouraging Member States to use the most, efficient and fair charging, based on the ’user pays’ and ‘polluter pays’ principles. It also encourages Member States to tackle the negative impacts of congestion, of air and noise pollution. The framework supports the decarbonisation of road transport as well as the implementation of the Paris Agreement, Green Deal and global SDGs goals.
The session will focus on how to create sustainable financing schemes through tolling and RUC to face those challenges. The climate transition offers a real opportunity to rethink the infrastructure of the future aimed at reaching the global objectives of decarbonization, climate crisis and safe road infrastructure. It will also explore how to regain trust and confidence from all stakeholders to stimulate investments.
High level personalities will provide their thoughts on actions, to prepare credible decarbonization plans as well as realistic financing and operation schemes to reach the challenges met at a global level.
