This practical training session will focus on safe road design, a cornerstone for sustainable mobility and resilient infrastructure – both essential for the UN’s Sustainable Development Goals (SDGs). The session will include hands-on practical sessions using tools that can help in the achievement of the Global Road Safety Performance Target 3. Several countries have established national strategies that align with the Global Road Safety Performance Targets and this practical session skills-building training course will equip experts with knowledge and skills to implement Target 3 effectively.

Motorists constitute more than eighty percent (80%) of the fatalities in work zones. Road Authorities are responsible for the safety of these motorists and they must establish and enforce the criteria that contractors must follow to design a safe work zone.
Attendees will learn how to design a safe work zone and they will learn about the newest technologies for work zone safety. The use of positive protection from crash worthy barriers, truck mounted attenuators, dynamic, variable message signs, average speed camera enforcement and flagger training will be among the topics discussed.
This training is applicable for Road Agency Executives, Highway and Street Engineers, Traffic Safety Professionals, Planners, Design Consultants, Law Enforcement, Research & Academia, Contractors, and Road Product Suppliers & Distributors.

Roads are vital for global mobility, handling around 75% of freight and passenger traffic. Despite their importance, roads can cause significant environmental and social impacts. The challenge is to plan, construct, and manage roads that meet mobility needs and enable development and optimize the wider positive impact of roads on while minimizing negative effects.
This workshop will introduce the ADB Green Roads Toolkit, which comprises key measures to enhance the contribution of road development to decarbonization, climate resilience, water and land management, pollution control, biodiversity conservation, disaster preparedness, sustainable material sourcing, quality of life improvement, and inclusive economic growth.
Participants will learn to customize green road measures to fit specific contexts and to formulate strategies to transform road systems in emerging economies. This transformation supports the global sustainability agenda, including the Paris Agreement on climate change and the Sustainable Development Goals.
The workshop will be structured in two parts:

Event Details
Road remains the predominant transport mode in the near future, to guarantee the supply of vital goods and to support the mobility of people. It is a backbone of social and economic developments. It integrates the other modes in an overall transport sector approach. The climate and environmental emergency has put transport at the heart of the policymakers’ agenda in low, as well as, middle and high income countries. A priority should also be to keep a high-level of maintenance and service of the road infrastructure to provide safe and carbon free networks visible for the users to get their acceptance of user charges. Highways as such emit very low levels of emissions, of which propulsion technologies are the main source, but with considerable reductions now due to their current revolution (with non-carbon, regenerative resources).
Infrastructure charging is key to provide sustainable financing for road maintenance and development. With Directive 1999/62/EC, the EU has created a framework encouraging Member States to use the most, efficient and fair charging, based on the ’user pays’ and ‘polluter pays’ principles. It also encourages Member States to tackle the negative impacts of congestion, of air and noise pollution. The framework supports the decarbonisation of road transport as well as the implementation of the Paris Agreement, Green Deal and global SDGs goals.
The session will focus on how to create sustainable financing schemes through tolling and RUC to face those challenges. The climate transition offers a real opportunity to rethink the infrastructure of the future aimed at reaching the global objectives of decarbonization, climate crisis and safe road infrastructure. It will also explore how to regain trust and confidence from all stakeholders to stimulate investments.
High level personalities will provide their thoughts on actions, to prepare credible decarbonization plans as well as realistic financing and operation schemes to reach the challenges met at a global level.

Join the International Road Federation (IRF) and its partners to celebrate the release of the 61st Edition of the IRF World Road Statistics (WRS).
Produced by the IRF since 1964, the IRF World Road Statistics (WRS) have become an invaluable reference tool for stakeholders and researchers who want to analyse, understand and report on worldwide, regional and national trends and developments in various topics such as: road networks, road traffic volumes, multi-modal transport, vehicle fleets, country profile, road accidents, production, first registrations, imports and exports of vehicles, expenditures and revenues on road infrastructure, energy, and much more. This new edition will encompass the latest data available (years 2017-2022) for over 200 countries / territories and over 200 indicators.
Thanks to the generous support of the TotalEnergies Foundation and the Michelin Corporate Foundation, the WRS are available for free through the IRF Data Warehouse Online Platform since October 2022. Designed in an interactive way, the platform allows users to, for example, compare national statistics of multiple countries over time, or compare several metrics for one country over a specific period of time, among many other things.
This Special Session will provide a comprehensive overview of this new edition of the IRF World Road Statistics, how data is collected, how to use the IRF Data Warehouse Platform and welcome high-level speakers from key organisations in the sector to share how transport data collaboratives deliver impact and how the IRF WRS are helping.

We are bringing together thought leaders from various sectors, including OEMs, transport authorities, a self-driving software and services provider, and regulators.
Moderated by PAVE Europe (Partners for Automated Vehicle Education), this session will highlight the importance of public understanding and the societal impact of autonomous technology.
We will examine the intricate interplay between society, economics, road infrastructure, and advanced technology. Through in-depth discussions and real-world insights, our goal is to identify the societal, economic, and infrastructural barriers hindering the seamless integration of autonomous vehicles. Key topics include the necessity for major road infrastructure upgrades, the implementation of smart traffic systems, and the development of vehicle-to-everything (V2X) communication networks.
Our speakers will share their experiences in navigating regulatory environments, fostering public acceptance, and modifying urban infrastructures to support AVs. In the current context of climate change and intensifying major events, transport systems are facing unprecedented challenges. The increasing frequency of extreme weather events brought about by climate change poses a serious threat to transportation systems. Extreme weather events such as floods, blizzards, heat waves and hurricanes can cause damage to roads, Bridges and tunnels, disruption to rail lines and closure of ports and airports. To improve the level of traffic resilience and safety management, it is necessary to comprehensively consider infrastructure construction, safety testing, operation and maintenance management and other aspects. Only through multi-level and multi-angle comprehensive measures can we ensure the safety, stability and sustainable development of the transportation system.

Advancements in smart infrastructure, electrification, autonomous vehicles, and data analytics are at the forefront of this transformation. These innovations not only tackle key industry challenges but also pave the way for a more connected, resilient, and successful transport future. But the latter, heavily depends also on other key factors such as public policy, land use, adequacy of revenues (funding and finance) to provide and maintain infrastructure and workforce among others. These key factors require also profound transformation and innovation. Embracing change and these forward-looking solutions is essential for building a transport system that meets the demands today and of tomorrow.
This session will address the following questions:

This session will explore pioneering strategies European cities are adopting to achieve climate neutrality and zero emissions. Key presentations will feature two EU-funded projects, MOBILITIES for EU and metaCCAZE, which are spearheading innovative urban mobility solutions. City representatives, including those from Istanbul, a Mission City committed to climate neutrality, will share their practical experiences and solutions. The session aims to provide a comprehensive overview of the implemented strategies, discuss the main challenges encountered, and outline the next steps for these transformative projects.
MOBILITIES for EU focuses on making European cities climate-neutral by 2030, far ahead of the 2050 target set by the European Green Deal. The project emphasizes innovative urban mobility solutions such as electrification, automation, and connectivity to reduce emissions and enhance urban living.
metaCCAZE aims to deploy smart systems integrating electric, automated, and connected technologies for zero-emission shared mobility services in European cities. By addressing the substantial greenhouse gas emissions from transportation, the project promotes energy-efficient, integrated mobility solutions for both passengers and goods.

In this side meeting we want to see how different initiatives to promote Green Roads can be combined and how the Green Roads Toolkit can support this.
The Green Roads Toolkit has been under preparation by the Asian Development Bank since 2023 and was officially launched in May 2024. It consists of a searchable system with good practices, aligned along nine dimensions of Green Roads: decarbonization, climate resilience, land and water management, biodiversity, quality of life, reducing pollution, safe sourcing and supporting inclusive growth. The practices are categorized according to type of road, geography, degree of impact, level of innovation. The Toolkit includes reference to the enabling frameworks that supports each of the Green Road practices. All in all, there are more than 150 practices organized over the nine themes.
The Toolkit is started being applied in various transport projects of the Asian Development Bank. It is meant as a living repository of good practices, with a new phase planned to expand the functionality and include more practices. A maturity assessment of the enabling framework is under preparation.
We would in this side-meeting to see how the transition to green roads can be supported and how the Green Roads Toolkit can be deployed.

The Ten Step Plan for Safer Road infrastructure was produced by the United Nations Road Safety Collaboration (UNRSC) partners to support countries seeking to improve road infrastructure safety including implementing the UN Convention on Road Traffic and Road Signs and Signals, and achieving Global Road Safety Performance Targets 3 and 4. The Plan provides a framework to build the institutional capacity, partnerships and regulatory framework in countries.
Tanzania was the first country in the world to implement the Ten Step Plan. Jointly funded by the UNRSF, UKAid and Global Road Safety Facility (GRSF), and under the guidance of the United Nations Economic Commission for Africa (UNECA), the project was implemented by a consortium of the International Road Federation (IRF) Geneva, iRAP, the World Road Association (PIARC) and the Tanzania Roads Association (TARA), together with the Government of Tanzania and local agencies.
The project led to the launch of a locally led TanRAP Road Assessment Programme; a Training and Accreditation Scheme to build local capacity; recommendations for a National Road Safety Strategy and revisions to the Road Geometric Design Manual; and expansion of more than 10,000 km of safety assessments using the global iRAP methodology influencing more than USD$1 billion of development bank investment. The project was awarded a 2023 Prince Michael International Road Safety Award.
With the support of a grant from the UNRSF, iRAP, IRF and EASST are supporting Tajikistan, Uzbekistan, and Kyrgyzstan on a key step of the Ten Step Plan, to update road design standards, as part of the Safe and Inclusive Road Design – Central Asia project.

The Ten Step Plan offers a template that can be adopted by any country and implemented in a way that matches the specific local context and needs, ultimately empower mobility enabling of a sustainable future for all.

Transport infrastructure is the backbone to strong economies and communities, but these infrastructures are vulnerable to the impacts of climate change. Floods can wash out roads and cut off supply chains; storms disrupt services and extreme heat can melt roads, presenting a critical issue to the communities they impact. Low- and middle-income countries (LMICs) are particularly vulnerable, often experiencing the most severe of weather events.
However, transport is not only feeling the force of climate change but is also contributing to it – responsible for almost a quarter of the energy related carbon emissions. LMICs are traditionally not the main contributors to transport carbon emissions compared to the rest of the world, but as their economies grow, so do their potential emissions and the potential for a new critical challenge.
This session explores what it takes to develop greener, inclusive transport infrastructures, with a focus on roads, for LMICs. Questions to be explored include:
• How can economic growth in LMICs be enabled without adding to carbon emissions?
• What adaptation is needed, and how can this be achieved?
• How can we ensure that any changes in infrastructure are just and inclusive for all parts of the community?
• Rather than LMICs need for improved mobility presenting a threat to the environment, could it be an opportunity by identifying new and better ways to develop low-carbon transport pathways?
At the heart of the session is the importance for robust research to inform essential transport planning. Presentations draw on research from nearly seven years of the High Volume Transport Applied Research programme (HVT), an investment by the UK Foreign, Commonwealth & Development Office (FCDO) to undertake research into the complex and interrelated issues of sustainable transport development across Africa and South Asia. Research to be discussed includes the updated Road Note 31; a newly launched blueprint for city interchanges; the final insights into a Transport Decarbonisation Index; a roadmap to inclusive transport and insights into improving access to climate finance.
A keynote will be delivered by the African Transportation Research Alliance (ATRA) – a newly formed organization dedicated to the advancement of African transportation research, policy, and practice by bringing transportation professionals together to coordinate research, exchange knowledge, share good practice, and facilitate implementation of innovative ideas. Climate change, resilience, and decarbonisation is one of the 12 critical issues being highlighted by ATRA that need to be addressed to build sustainable and effective transport in Africa.

Several solutions have been investigated, tested or implemented around the World. Heavy good vehicle (HGV) monitoring and overloads detection or direct enforcement by weigh-in-motion (WIM) are among the most common deployed measures. Company profiling and admonition as preventive and dissuasive measures are under developments in some countries. Driver and company (carriers, shippers) managers training also contribute to better involve the stakeholders.
Access regulation by Intelligent Access Program (digital tools) and special permits monitoring and tracking are tools for infrastructure owners and managers and regulators. In some but rare cases, above all for large and sensitive infrastructure such as long span bridges, physical barriers may be installed to stop highly overloaded vehicles, or accumulation of too many heavy vehicles.
The relevant solutions vary depending on the type of infrastructure to protect, on the traffic condition and heavy vehicles’ characteristics. The problem solving is quite different for bridges or pavements.
The session will present different issues, as well as solutions and experiences tackling these critical issues, both in developed countries and LMICs.

With the support of a grant from the UNRSF, UNESCWA, IRF, ANASER and NARSA are supporting Morocco, Senegal and Mauritania to update their road design standards, as part of the “Safe and Inclusive Road Design in North and West Africa” project. This is a launch event to celebrate the kick-off of this project.
In line with the recommendations of the Global Plan of the Decade of Action for Road Safety 2021-2030, this project will support the three countries to review their geometric design standards, manuals and guidelines to ensure that roads are designed to provide adequate levels of safety and accessibility to all road users. It will do so by taking a multi-stakeholder approach already piloted successfully in Tanzania via the UNRSF-funded Ten Step Project.

Roads are vital for global mobility, handling around 75% of freight and passenger traffic. Despite their importance, roads can cause significant environmental and social impacts. The challenge is to plan, construct, and manage roads that meet mobility needs and enable development and optimize the wider positive impact of roads on while minimizing negative effects.
This workshop will introduce the ADB Green Roads Toolkit, which comprises key measures to enhance the contribution of road development to decarbonization, climate resilience, water and land management, pollution control, biodiversity conservation, disaster preparedness, sustainable material sourcing, quality of life improvement, and inclusive economic growth.
Participants will learn to customize green road measures to fit specific contexts and to formulate strategies to transform road systems in emerging economies. This transformation supports the global sustainability agenda, including the Paris Agreement on climate change and the Sustainable Development Goals.

At the International Transport Forum Summit in May 2024, political leaders encouraged the development of an assessment framework to help mobilise private-sector finance for road safety at the global level. ITF and WHO are collaborating with companies to establish guidelines for corporate commitment and reporting action to improve road safety in corporate operation and supply chains. This should facilitate equity investment from finance institutions under environment, social and governance (ESG) mandates.
In addition a discussion paper is under development to shape guidelines to facilitate flows of social finance to fixed-income investments (project bonds, concession finance) in safer roads. Key stakeholders are invited to this closed session at the IRF World Road Congress to help shape this part of the initiative in partnership.
Historically, road safety has been underfunded. Ignoring road safety as a sustainable development issue and the market’s failure to fully account for the costs of road crashes are key reasons for this underinvestment. It is estimated that for every $100 in crash costs only $1-3 is invested in prevention. The dispersed health, social, and economic burden of dangerous roads provides little financial incentive for investment beyond minimum standards. The costs of road trauma are ultimately disconnected from the sectors where the solutions exist. In competitive environments, crucial safety measures can be deprioritized or assumed to be the responsibility of another agency.
Recently approved UNGA Resolution A/L78/290 on ‘Improving global road safety’ recognizes the importance of adequate, predictable, sustainable, and timely international financing. It underlines the importance of international finance to complement efforts to mobilize domestic resources, especially in low- and middle-income countries.
To achieve SDG target 3.6 of halving road deaths and injuries by 2030, finance for road safety interventions must increase through a combination of multilateral financial instruments, public, private and donor finance. The World Bank Report ‘Saving Lives Through Private Investment’ identifies eight road safety project archetypes to catalyze public and private sector investment using various financial instruments (impact bonds, PPPs, blended financing, etc.).
National governments and multilateral development banks are working on new financial instruments for investment in road safety, and more opportunities for private capital to flow into road safety can be created through development of an enabling environment for private-sector finance and impact investment linked to ESG commitments.
This session aims to exchange experience in making investments in safer roads accessible to private-sector and social finance and agree on the critical success factors for social finance to flow to investments in safer roads. The outcome will inform guidelines for scaling up social finance for road safety and any associated governance arrangements that will be shared at the Morocco Ministerial in February 2025 and the ITF Summit in May 2025.

This session aims to provide an in-depth look into the technological and infrastructural advancements currently developed within the project, offering a platform for stakeholders to validate the findings and contribute to the project’s ongoing success.
AUGMENTED CCAM is dedicated to understanding, harmonizing, and evaluating Physical, Digital, and Communication (PDI) infrastructure support solutions to prepare for large-scale deployment of Cooperative, Connected, and Automated Mobility (CCAM) solutions across Europe. The project involves multiple pilot sites and test beds in France, Latvia, and Spain, leveraging AI, Big Data, and crowdsourced HD maps to enhance transport system awareness and efficiency.
The workshop will begin with a comprehensive introduction to the AUGMENTED CCAM project, outlining its objectives and the significance of its work in advancing CCAM infrastructure. Participants will gain insights into how these solutions are being prepared for large-scale deployment across Europe.
The core of the workshop will feature a detailed presentation from representatives of the Riga (Latvia) pilot site. They will share the innovative methodologies and technologies implemented, showcasing key findings and preliminary results from their diverse testing environments. Following the presentation, participants will engage in an interactive validation session. These objectives seriously impact different sectors, among which the road infrastructure industry. At the international level also, the road community has identified climate change adaptation and decarbonisation as key objectives. PIARC, the World Road Association, has embedded them in its Strategic Plan.
This session intends to give the opportunity to stakeholders of the road industry and to representatives of road administrations to state the main challenges they face in relation to these ambitions, present some best practices, and showcase some interesting contributions. Presentations will address reduction of emissions , optimisation of construction processes, and enhancement of energy efficiency across road infrastructure.

The Sustainable Development Goals (SDGs) set a target to halve road deaths and injuries globally by 2030. Good road design is a linchpin for achieving this target, creating safer, more sustainable, and resilient infrastructure. The decade to 2021 saw for the first time a decline in global road deaths and injuries, and recent research estimates that more than 700,000 deaths and injuries will have been prevented in road projects that used iRAP tools between 2016 and 2024. But significant efforts are still needed to close the road safety gap by 2030. The UN’s Global Plan for the Decade of Action on Road Safety emphasizes the role of safe infrastructure in eliminating or minimizing risks for all road users, starting with the most vulnerable. The Plan recommends undertaking road safety audits and star ratings on all designs with a goal of achieving a standard of three stars or better for all road users by 2030. The Plan also emphasises the need for speed management and investment. Achieving the SDG target requires a united front.
This roundtable convenes leaders in road infrastructure development to tackle the challenge. Participants will share best practices, strategies, and ongoing projects, along with roadblocks and opportunities to elevate safety in road design globally. The roundtable will seek to align priorities on safe road design as we head toward the 4th Global Ministerial Conference on Road Safety in Morocco (February 2025), accelerating progress towards achieving the SDGs.
Roundtable participants will be seated in roundtable in the centre of the room and be invited to speak on specific discussion questions (see overleaf). The session is open to all Congress participants, who will be invited to join the audience, sitting around the outside of the roundtable.

Tires play a unique role in providing safe mobility as they are the only connection between the vehicle and the road. The friction between tires and the road surface, critical to vehicle safety and performance, generates what are defined as “tire and road wear particles” (TRWP). During this meeting, we will share the overall state of knowledge concerning TRWP, followed by Q/A and identify topics for future discussion and collaboration.
The aim is to have an open discussion on TRWP in order to identify common challenges and discuss potential approaches and strategies for future and impactful collaboration.

In pursuit of the goals of the UN Decade of Action for Road Safety, performance measurement for corporate social responsibility has emerged as a promising mechanism for engaging the private sector. This session will discuss the potential value—from the perspectives of government, private companies and finance institutions—of a framework for examining the safety footprint of corporate value chains. It will discuss the experience gained already with the FIA road safety index, an evolving tool designed with the support of corporations to help organisations report on the road safety impacts of their operations. The discussions will assist the ITF and WHO in their joint efforts to develop a global assessment framework for endorsement by Ministers.
